"Russia's invasion of Ukraine, 100 billion for the Bundeswehr - and now?"

Join us in welcoming Captain at Sea Michael Giss, Head of the Hamburg Regional Command and thus the highest-ranking territorially responsible soldier of the Bundeswehr for our city.

Russia's attack on Ukraine and the subsequent announcement by Chancellor Scholz of special funds of 100 billion for the Bundeswehr are two medals of a turning point in time. After an era of operations outside Europe, NATO is once again focusing on national and alliance defense in Europe. Russia's annexation of Crimea in 2015 and invasion of Ukraine make clear that potential attacks by large contingents of troops are only one facet of modern warfare. The wide range of hybrid warfare, from cyberattacks to the movement of large crowds and threats to critical infrastructure to the information warfare we are witnessing between Russia and Ukraine, has long been an effective complement to the classic arms race.

In the conversation, we will discuss what challenges and framework conditions the Bundeswehr is now facing, what impact the changed security situation is having on German security policy, and what issues we need to address in Hamburg in light of this development.

Dr. Philipp-Christian Wachs, co-owner of the strategy consultancy Wachs & Hesselbarth & Co and active in security policy consulting for many years, will lead the discussion.
